Harold "Roy" Kennedy


Born Dec. 23rd, 1949, in Glace Bay N.S.


He very much enjoyed going to Windsor Baptist Church and South Rawdon United Baptist Church, playing guitar and singing often at Haliburton house and local jams. His favorite thing to do was spend time with his two granddaughters he called Mcgillicuddy and Twilliger.


Roy began his career in policing on June 2, 1975, with the Halifax police dept. Roy quickly established himself as a capable officer who could be counted on in all situations. He was a pioneer within the department and sought out the latest officer training safety and use of force training courses available, this led him to meet two people who mentored him in his desire to keep police officers as safe as possible, Phil Messina and Barry Culpepper of Long island, New York. Roy took what he learned and brought it back home and revolutionized officer safety training which still exists today. Roy went on to expand his training courses to other police agencies throughout NS as well as nationally, in 1997 Roy was enticed to join a new team at the provincial Department of Justice where he expanded his student base to include Correction Officers as well as sheriffs Department. His contributions to the training and education of law enforcement personnel for the need to be safe while performing their duties was unequalled, and his interventions will lead to further development in safety and all those who serve.


His granddaughter Myah wrote this message to him after his passing, “rest in peace papa, you were loved by everyone who knew you. You were such an amazing man with an amazing heart. We will all love and miss you forever. It’s still hard to believe you’re truly gone, but I will always remember all the memories with you. You’ve impacted so many peoples lives in amazing ways and you will always be honoured. We love you papa, say hi to dad for me”.


He is survived by wife Cheryl Kennedy, son Roy Kennedy 3rd, Sister Margie, Grand Daughters Myah and Makaylah Sanford, Daughter in law Candace Sanford, Several cousins and nieces, Deb and Art Bellefontaine (sister and brother-in-law), Barry Culpepper (best friend) Wendy and Dennis Kelly (close friends)


Predeceased by Son, Galen Kennedy, Mother Tess Keylor, Father, Harold Roy Sr. Kennedy.


A memorial service will be held at Windsor Baptist Church, 219 Payzant Drive, Windsor on June 18th, 2025, at 11am, Pastor Rob Heffernan officating, In lieu of flowers, donations can be made to Windsor Baptist Church, 219 Payzant Drive, Windsor, N.S. B0N 2T0 as well as South Rawdon United Baptist Church and Haliburton place.
